Get ready to wave the red, white, and blue with this adorable USA Rocking Flags paper plate craft! Kids fold a simple paper plate into a curved rocking base, string up a cheerful "USA" banner, and pop two waving American flags right on top — and the best part? The whole thing rocks back and forth like a little patriotic see-saw. Whether you're celebrating the Fourth of July, honoring Memorial Day, or teaching little ones about the American flag, this easy patriotic craft comes together fast and looks fantastic on a windowsill, mantel, or classroom shelf.

Why Kids Love This Craft

This one has a little bit of everything kids love — bold patriotic colors, hands-on cutting and gluing, and a finished craft that actually moves. The rocking paper plate base wobbles back and forth, which makes the flags look like they're really waving in the breeze. Kids get a kick out of decorating their own mini American flags and arranging the "U-S-A" banner letters across the front, and because everyone colors their flags a little differently, every rocking flag craft turns out wonderfully unique. It's a fantastic fine-motor workout disguised as pure red-white-and-blue fun.

What You'll Need

  • 6-inch paper plate or paper circle
  • Scissors
  • Glue
  • 2 popsicle sticks
  • Red, white, and blue paper (or markers)
  • 7 inches of twine, ribbon, or string
  • Free printable template (download below!)

How to Make a USA Rocking Flags Paper Plate Craft

Step 1 — Print and cut out the template. Print the free USA Rocking Flags template and cut out all the pieces — the two flags and the "U," "S," and "A" banner pennants.

Step 2 — Fold the plate and cut the slits. Fold the paper plate in half along the dotted line to create your rocking base. Then carefully cut the two short slits (the solid lines) along the fold — these are where your flag sticks will slide in later.

Step 3 — Glue on the twine. Glue the piece of twine across the front of the folded plate, stretching it from one side to the other so it hangs slightly like a little banner line.

Step 4 — Add the USA banner. Cut out the "U," "S," and "A" banner pieces, color them red, white, and blue, and glue them evenly across the twine to spell out U-S-A.

Step 5 — Make the flags. Cut out the two flag pieces and color them like American flags — red and white stripes with a blue star field in the corner. Then glue each flag onto a popsicle stick.

Step 6 — Pop in the flags. Slide the popsicle stick flags into the slits on the plate and glue them to the front inside of the plate so they stand up tall. Give everything a few minutes to dry, then rock away! 🇺🇸

Tips for Making It Even Better

  • Use cardstock instead of regular paper for the flags and banner letters — it holds up better and keeps the flags standing upright on their sticks.
  • Let kids add a few white star stickers or self-adhesive gems to the blue flag corners for an extra-sparkly, dimensional look.
  • Glue a small bead or button to the bottom curve of the plate to help it rock more smoothly back and forth.
  • Make a whole row of them along a windowsill or table edge for an instant Fourth of July centerpiece — they look adorable lined up together!
